It may be 'cos your inbox is full, or you haven't made a certain amount of posts yet, to have the privilage to PM, but i'm no mod so yeah, havent a clue!

its wierd, my pm sign doesnt show up next to my notifications and when i click on send someone a message it just says error, i dont have permission to do it :/
