Definitely! You could pick up a Series 3 leafer just to play with cheap enough taxed and tested, they're more than capable in most situations you'd get yourself into with a half decent set of tyres on. I know of one going that needs very little doing to get it ropad legal for £250, most taxed and tested ones hover at about <£750 Alternatively, you could get what in many people's eyes is a bit of an automotive abortion (like i'm looking at doing this weekend) usually comprising of a series body, cut down range rover chassis, coil springs, big engine, big tyres. They're a very grey area, but if it's only being used to play with they're fine, perfectly road legal unless you get silly. Something like that'll take you further than any 90 would. They're great for things like that. Or a bobtail rangey, they're cheap, most get fairly battered and are treated just like toys and carry small price tags. With the above, the Hybrid's tend to be nicely under a grand (the one i'm going to look at this weekend's going for £350 and only need the electrics sorting for an MOT) likewise with the range rovers.
