You silly boy, the forks have a crown race on em, tap it off with a hammer n flat bladed screw driver and tap it gently onto the new forks and be carful not to damage it.

That something in your downtube is almost definitely a ball bearing someone put in as a prank, or a snapped off bit of weld, probably the noise. Also check if the jockey wheel on that tensioner is done up tight.
