How do i clean the pads?

Hi All, My pads seem to be lacking power and seem to be wearing down very fast. I took my wheel out and took the pads off and this is them: There about a week old and does anyone know what all the black stuff is on the pads? I did use tar today as they were sh*t I've put the pads in boiling water and put soup on them and thats as good as they're get. Does anybody know whats wrong? Thanks in advance.

Hmm, round the corner from my house a Lidl has just been built And there in the process of building a pub next door. There are a few cable things what your on about and about 30 pallets! Me and trials-guy have made a little course, its not very good, but suits us.
