try cleaning the rim and/or grinding the rim as well, get some plazmatic crm pads and it bite like a dog on a bone

Hi guys, I would suggest going with the new frame first as it is the biggest part of the bike and will make a huge difference to how it rides. Then you could sell your old frame and buy a cheaper freewheel? Highly recommend Tensile Hope this helps.
