yes it does m8,,,,the chain is about 1/4 inch above rear break

Hi all I have a diamondback Viper 2006,the problem i have is that the chain keeps rubbing the rear brake unless i tighten the chain really tight,then the freewheel becomes very tight,,can anybody tell me how to resolve this ??. 36/13 compact gearing if this helps.......
