Yup, his foot definitely touched - but it was still on the peg. I think what he was objecting to was the fact that other riders with smaller feet would not pick up that penalty. His foot stayed on the peg at all times, so it's a tough call to make.

In the recent Trial des Nations in the Isle of Man, Dougie Lampkin was accused of putting his foot down in the White City stage, a fact which he denied vigorously.
