idlike to buy frame and fork and may be a headset (is it usual 1 1/8 ?)

but i dont have 350, is it possible to make price a bit lower?

i really hope a little bit lower than 300

may be 280 without headset? and are there any cheaper way of postage ( may be longer...)?
