The green one turns ok it just turns and turns and turns and turns and does nothing

Ok in this description I will be using the wonders of colour Right, when I turn this bolt it turns ok. However, when I turn this bolt the other bolt turns and the red thing does aswell. I put mole grips on the blue bolt yet when I turn the green bolt it still doesn't come out yet the red thing keeps turning. How can I undo the green bolt?

Turn the handlebars the opposite way you will spin the bike. Therfore you're unravelling the cables.
