Hack saw and a guide. Cutting down the seerer tube will lower the ride hight by only afew cm's, so you can have such a large amount of stem stackers and it's (only slightly) less liable to snap/crack. You only need to cut off a small amount but be aware you dont cut too much off; towards the star nut. x EDIT: Yeah, what Matt said.
