What model of brake are they?

It sounds like they're contaminated.

Take out the pads and give them a run over with a file, and run some wetndry paper or wire wool over the disc to clean that up.

Re-install the pads, set up the brake. Chuck some water over the whole caliper/ disc area, and ride with the brake on as hard as you can, without locking the wheels up.

When the water dries up, put more on, and repeat the aforementioned procedure + continue to repeat until the squealing (if any) stops and/ or your braking performance improves to a satisfactory level.
