Best bet.

Strip the old paint off with Nitromors and a wire brush. Take your time and get it all off.

Then use a decnt cleaner, not white spirit ect as it leaves a film on the metal. I recamend Brake Cleaner or Carborettor cleaner. (this is important as when I used white spirit on a set of forks that were powdercoated they had to do it twice because of the coating it left)

Then Look in your local yellow pages for a Chrome dippers and take it there.

When ive had my forks Powdercoated in the past it only cost £10 from a company out the pages.

Failing to find a chrome works, you could try polishing them, but will take a long time to get right.
