I'd say not, the reason for the tension rising and falling is because the threads mounting the rear sprocket and the freewheel are not aligned perfectly with the rear axle or the bb. You need a new set of cranks/rear hub. What have you got now?
Have a search round for the topic about Tarty Adam's Czar, he did pretty much everything that's possible to that frame and saved about 300g I seem to remember. You could just get a lighter frame, teams are fat.
Speaking of chopped up Tensile bashrings, I have one sitting around here, shame your NMC. It's actually waiting to be machined down so it will fit on and not strip the threads off the crank arm.
I run about 20-25 in the rear, 25-30 in the front, but i'm 5 stone heavier than you. Best bet is to pump the tyres up too hard, then gradually let them down.
I've found sand paper to work brilliantly for straigtening up pads, should work for this. Lay the paper on a flat surface, then rub the pad back and forth, don't push down too hard or it will round it off.
It could be a number of things, but without stripping it down and looking, how is anyone going to know what it is. Normally its the bearings, either they have died of have got dirt inside.
