Type of hub would help the diagnosis. All cones have neighboring cones which need to be tightened together, paired they won't move. Don't keep wrenching them into the bearings or they will explode. If your axle binds rotates 180 degrees and is loose you bent your axe-hole.

Hey, it's a non sealed onza hub. He has tightned the pair on each side, so I think he should go with the locktite.
