I suppose you could do it without covering holes with your fingers, or with only covering one, but it makes more sense to cover them as instructed so the water goes in one direction, else you could get bubbles of air collecting in the lever that won't move because the water flow isn't forcing them to.

-put whole brake in bath with both ends open and the TPA backed off

-play with it until the exciting bubbles stop happening and you get bored

-seal up both ends and remove from bath

-fit it and ride it
