Monty snail cams have 10mm holes, almost all other cams have 10mm holes so you shouldn't have a problem.

Like said, on monty frames you can run them outside. But on some frames it has to be inside, some hubs are actually 110 spacing, each cam is 3mm thick so a pair makes up the remaining 6mm to fit in the 116mm spaced dropouts. There's some hubs thats 116mm spaced without cams, my old ZHI hub was like this I had to sand down 3mm on each side to fit cams with 10mm axle holes.

New chain might work for a little while but it will stretch eventually and you'll end up with the same problem. I have this problem with my cams right now, chains has stretched too much for my cams max adjustability. Unless you wanna stick a half link in there, or a 74Kingz for the rest of the slack in the chain.

There isn't a best time to start a build really... unless somehow say nvidia or ati is closing down and they start selling all their products at stupidly low prices haha. But yeah, when I first got my GTX260 it was just under £200, after 2 months if I remember correctly they were going for £150 and now about £125 at some places. I don't think I'll be upgrading my system anytime soon though one being I don't have the money and 2 I can still run recent games on high settings hehe

I've come from ME to XP to Vista to 7, I never had to go back once to be honest. Everything just worked out eventually And that requesting admin right thing, its called UAC, you can turn it off in control panel under User Accounts. I agree though, I find it absolutely pointless.

We heard bad things about Vista yet a lot of people still upgraded to it, I took the plunge and never really had much problems with Vista and now I much prefer 7 over Vista.
