no, as Krisboats said, 32bit operating systems only accept up to 3.something GB of RAM, whereas 64bit can have up to 160. You really don't need to be worrying about having that much RAM though and in your price range, it won't make that much of a difference anyway.

That made very little sense, but you can't have 4gb of ram on a 32bit operating system, for what you have described, 2gb will be more then enough. go to dell and buy something for between £350 and £400, wait until next week and you'll get something pretty good for your money.
