Id take em back! If you brought em new that is! take the wheel in aswell so you can show the problem! And try another tyre the same on it, as you said, the one you got might be a dud'un! Good luck with it though mate!

Have you recently brought a new bb or anything that could effect your chain alignment?? by the sounds of it thats the problem, especially if your chai fel off before it snapped!
