If im right then;

You put a start nut, a nut which wedges and connot be removed inside the tube of your forks. The headseat simply bolts into the startnut in the forks and holds in all of your stem, spacers, bars so yea........ pretty important!!

nope it goes in the frame and allows you to steer smoothely with out a headset you couldnt turn etc.

The headset is in 2 halves basically. At the top of the head tube(the bit of your frame the forks go through) and at the bottom. It looks like 2-3 thin rings. Inside the middleone of each half is some bearings which help the forks tube spin round inside the head tube. Then the star washer or nut slides in side with a bolt on the top of your stem is tightened to stop your forks falling out the bottom of the frame wheel lift the front wheel off the ground.
