Quick method is to hold or wedge a piece of card between the active brake pad (the pad that IS moving) and the rim/sidewall, and keep pressing and depressing the brake lever. this will bedding the lazy pad by forcing the oil from the active brake pad to the lazy brake pad. do this for a few minutes before removing the piece of card that was wedged between the active brake pad and rim/sidewall, then try again. both pads should pull evenly.
