You obviously have not lived in Glasgow, there isn't a week that goes by when I don't hear from a friend (school, bikes etc) that they or someone they know got pulled over for driving without a belt, despite the fact they were. Thing is you don't argue with the police here, so you pay the fine and get on with it. A lady who worked with me mum told me about what happened to her son a few weeks ago: he drove into a petrol station (responsible lad wearing his belt) stopped, got petrol payed got back in, belted himself in, pulled out. As soon as he pulled out a police car flashed him and he pulled in. So they come up and tell him they saw him driving without a seatbelt, "I wasn't officer, you saw me put it on before I drove off in the station." "No, before you pulled in." They had been in the supermarket opposite the station they said. It doesn't have a car park in sight of the road though, and the windows don't look out onto the road, so basicallt there is no way they could have seen him even if he had been driving without a belt. The lad still had to cough up for the fine though, safer to do that then get done for resisting arrest and get clobbered with a night stick.
