Nope, that's completely wrong. Apple dont reduce software or hardware when new versions are coming out, they just upgrade them. They also don't do basic, premium, work or ultimate versions, they just do single user, and family pack. Then there's OS X Server too, £349 for 10 client version, £699 for unlimited client version. Since 10.1 was released in September 2001, it's been £89 for the single user version, so I don't know where you've got your facts from.
