may be the chain needs to bed in, because it will stretch a little and bed into the new cogs u've got. otherwise maybe you got the tensioner set up wrong? pushing down to much>? 15tooth is a small cog

the skate park, should be ok, no paying either, but its not massive at all or various NCP carparks just inside town
