Wire wool will be useful in getting paint out of welds and other little fiddly bits Also, do it in a well ventilated area, The stuff stinks and I'm guessing the fumes aren't very good for you either

you might be able to pull it out without taking the whole wheel apart if you take the nipple off it, but if it's too long it might be stuck the thread length on each spokes is roughly the same, so take the nipple of your problem spoke and another random one and measure from where the thread starts, up to the hub end of the spoke

good stuff building a wheel is actually really easy, just sounds like you might have got one long spoke by accident
