Check that the little cable is plugged in correctly to you mobo it could be clogged with dust (very unlikely though), Control panel > System > Advance > Environment Variables > click New in System Variables and in the Name field type in devmgr_show_nonpresent_devices > put 1 in the variable value field > Ok > Ok > Go back to Control Panel > System > Hardware > Device Manager > View > Show hidden devices. Scroll down to the USB (if you can't see them it's a hardware problem). Delete everything that comes up there (you will have to reinstall all the drivers again every time you plug a USB device in) Or just buy a USB PCI interface card.
