The best thing to do is send a pm and then watch the 'last seen' time on his TF profile. If he's been on after the pm was sent, he's ignoring them. It does help when asking for help with another member not sending out parts to ask in a normal way. The quality of the topic, then the fact that you closed the topic gives the impression that you're in the wrong. Also, posting in chit-chat would help.
