As a general rule (from my experience, anyway) Echo sealed bearings are pretty shit - mine seized almost completely after 6 months.

Obviously i'm no expert, but it just looks as if all the force from the brake would by trying to snap the seat stays off as there's nothing really supporting them, other than where it'd be welded to the top tube.
