Beeing deaf doesn´t neccessarily mean your ballance has to be affected, it´s different part of vestibulocochlear organ that is affected in most cases without any impact on ballance. Orientation in space, that´s a different story though.

Shimano arms are better in general, setting them is easier than setting magura and they have a lot better hold. heatsink or neon adaptors, rest of those parts is ok. All you need to know.
If you can´t afford to buy saints, get bb5 or bb7(if you don´t mind more squishy feel of bb7). SD7 lever,g2 rotor, some good quality cables and they are great.
