http://www.evanscycles.com/products/continental/mountain-king-race-sport-26-tyre-ec027261#features I like that for the front, slightly over your budget though.
Don't use a file, the chances of you getting the mount 100% straight is very low. Take it too a bike shop and get them to do a mount face. (although they probably won't have a tool the right width for the frame) Could maybe send it to Tartybikes?
You genuinely are a bit of a f*cking p*rick aren't you? It was a question of help, yet there's always some t*wat like you that thinks they are funny by posting useless crap.
You need that link I just posted, I hit my lever and it popped through the washer. It's just to save the brake from getting badly damaged if you hit the lever. Same idea as the stop plates on the Trial Zones
Your one to talk? You obviously haven't seen his topic about how he maintains his bike, by using a hammer and screwdriver to tighten a BB into a frame.. That's Halfords skills.
Just take a look at all these bikes this guy has for sale. hahahahahahahahahahahahaha! http://www.ebay.co.uk/sch/dsus7894/m.html?item=321072993875&rt=nc&_trksid=p2047675.l2562
