If you mean the crown race, yes they can be tight, you need a tool to put them on properly, I just fitted one onto my new console forks using same headset and it was right, ended up using a pole over the steerer and banging it down. You could cut a split in it, with a hacksaw, some headsets use a split crown race anyway.

It's expensive parking, and don't expect to find any free stuff close to the meet. Congestion charge is only Monday to Friday so you won't have to pay that. No help on free parking location though.
