To be honest, if you're careful with your CSS and know what your doing, the IE fixes will be tiny.

Conditional CSS sucks I've pretty much given up on IE6, because it's such a ballbag. Also, conditional tags in WP are a pain in the ass, as is coding a separate style sheet for the home page

Do it as a background, set the width of the white section to 960px and set the main div to about 940px then just do margin: 0 auto; in the CSS to center it. Smallest res you'll be facing is 1024x768 except mobile browsing so 960 is a good max-width.
