Country parks are good people to ask... as they started building one in a country park near me... Less liability that way too as the area is covered for cycling etc. Probably more chance of getting natty etc, than there is urban. Also, more chance if you arrange to do the organisation yourselves, as councils wont be bothered with that kind of thing, too much hassle for them. Pro-riders onside is always a good thing to have. Do you have any areas earmarked that you think would be good for it to be placed? You guys have any idea how much a skate park/ trials park costs a council to build? Basically, if you approach the council and say, can i have a trials park, its easy for them to say no. If you have all of this planned for them, its easier for them to say yes... Put a link to this in the hampshire comps thread, and ask mowgli if he'd be able to put a link on the comps site too...
