A pair of links is 1", not 1/2", so your numbers are incorrect.

So that would mean the wheel would sit back 13mm per link added. So how can you get from 350mm to 355mm CS's?

Not quite, because one inch is 25.4mm... therefore half is 12.7mm... and it doesn't actually come back that far because of the angle of the chain (as explained above), it's more like 12mm.

355mm chainstays come about on Atomz bikes because they have a stock-style tensioner, so they can have whatever chainstay length they want (within reason :P).
