Strip the paint off directly around the hole, take iot to anyone with a welder (exhaust place comes to mind) get them to weld the hole fully, drill through and start again. (correct me if im wrong, as im planning on doing it to mine maybe) Im currently using 2 bolts that go through to the other side of the frame, nutted on to keep them in place, looks ugly, but work nonetheless.
