It should definitely be higher than 40 ish - there must be some problem on the line. The other thing is that the upload rate seems to go down gradually. I.e. at the start of the speed test it was ~60, and at the end ~30, so 45 is the average. But if you're using it for any length of time it just plummets to basically nothing. Hmph.
