That silver bit keeps on the left keeps it all central in relation to the steerer tube. The bit that you have stuck needs to be "gently persuaded" down to the bottom, it can be done but overtightening the bolt however it's not good for the bolt, or the threads on the starnut. Hammer/screwdriver can work but can slightly damage the race, a larger tube that sits over it is ideal but it can be hard just to have those things lying around

Big gaps I like a fairly hard mod tyre because they're so big on the rear, harder preload and they send you flying. But again depends where you ride, a little bit harder than you think you need is good for safety reasons on the front of getting pinch flats.
