The sealing rim tape you get with those kits has an integrated valve. The tape itself goes right up the bead. It would be no worse than sealing a standard rim with spoke holes.
It would work but as Monkeynuts says, its more hassle than its worth. You need a really good seal on the bead for it to work well. After a few goes with tyre levers the tyre is more likely to be damaged and will leak and then lose pressure and fluid and so on until you want to throw the whole lot in the river or be covered in latex. It doesnt stay liquid for ever either and will dry out in your tyre. This adds weight and could also give you a balance problem when it dries in one spot. It's then like riding with a massive flat spot. Unless you're having massive problems with tubes and have no alternative I dont recommend it.
Its been posted a couple of times before. Someone came up with the idea of 4X trials. Not sure how those people standing on top of the blocks got away with it. I was asked to get down within about 15 seconds when there last year.
Theres a few that say its not necessary to tap at this low a height - just straight to back wheel. 22-18 is a nice gear. I've been working on this lately and have discovered that increasing and maintaining speed and pushing the front forward more helps. I rarely actually tap but my backwheel height has improved and is more consistent with this technique.
I've been running an '06 Control for a couple of months now booster free. Like you, I dont see the need but may put an old style maggie one on there just to protect the crossover. It was Bigmans old frame which he got 2nd hand so maybe check with him if he ran a booster or not. If he didnt that would be the litmus test. The frame is showing no signs of fatigue.
Consider something like this for a few quid more. You get a reputable brand which is not only less likely to have problems but easier to sort out if you do. Sanyo C40
Aww, I feel a bit bad now for adding that clip in. I remember him nailing all sorts of stuff. I'll see if I have any of them and post them up. To be fair though, out of all the people there, only a handful were even attempting that up.
I've been using Planet X ones for a whle now and they're great for the price (less than £20). They have a hard plastic insert in the front which I took out and re-shaped with a bit of heat and have now just left out altogether. A bit uncomfortable in summer but toasty warm in winter.

I'm none of the people on the other side of the skip from the reverse angle. I wandered over there on Martins 3rd go I think. You couldnt keep him down! I was on a black and white control and was also chased along the footpath by 2 police earlier in the day Awesome ride.
